Our machine classification ceiling is CIVIL_EVIDENCE_SIGNALS. Machines never output criminal conclusions or guilt determinations. The machine labels are:
Human-only tiers (FRAUD_SUSPECTED, REFERRAL_CANDIDATE, AGENCY_PACKAGE_READY) are never computed or published by machines. They require a named human approver.
